Ensure the implementation of all requirements in compliance with TotalEnergies Renewables corporate procedures & guidelines.
Be fully aware of Power Purchase Agreement (PPA), Engineering, Procurement & Construction (EPC) Contract, Modules Supply Agreement, Ops & Maintenance (O&M) Agreement & various Project Agreements & manage the stakeholders effectively in line with the Contracts;
Ensure that the Company, the Operator & the Owner’s Engineer have appropriate organizations in place to fulfil their respective responsibilities during the Construction Period
Ensure the Project is executed according to PPA/EPC agreements, with the highest standards of safety, environmental compliance, quality, within schedule & budget
Drive the HSE culture from the project with the CEO
Monitor plant design, procurement, construction, commissioning & testing working with the Company Project Management Team (PMT) & through the services of the Owner’s Engineer
Approve project expenditures, including those relating to the EPC Contractor (subject to applicable limitations with CEO on its powers to do so)
The PD will also provide leadership to a PMT who will be directly employed by the Company to monitor & potentially drive the Project, especially on construction, commissioning & start up activities
He will together with the CEO approve the progress reports (daily, weekly & monthly) prepared by the EPC Contractor. He will also review & approve the internal monthly progress report prepared by the PMT & coordinate the preparation of the monthly budget analysis by the CFO. These reports will be sent to each member of the BOD.
In preparation for each quarterly BOD meeting at least the following information will be provided in advance by the PD:

  • HSE KPIs
  • Project status, critical path as well as specific & detailed actions in place to mitigate/recover any potential delay
  • The progress report prepared prior to such meeting will include a quarterly project cost & sources of finance analysis of expenditures & cash flows comparing actuals with budget / base case financial model parameters.
  • A forecast of expenditures till the achievement of Commercial Operation Date (COD)
  • In case of any requirement of any expenditure not included in the base case financial model – a detailed note shall be prepared for the Board for approval of such expenditure

Attend the BOD meetings to support the CEO in providing any clarifications necessary to the progress reports & to respond to questions from the directors concerning construction progress. Is responsible for relations with the Off-taker, the dispatch & transmission company
Together with the:

  • Construction Director

Manage all construction activities on the project to ensure agreed work schedules, budgets, specifications, including quality, safety & environmental standards are adhered to
Manage the allocation & utilization of all required resources for project construction to ensure optimum utilization & adherence to work schedules & targets; Ensures implementation of remedial actions as & when required

  • Engineering Manager:

Monitor the Technical function, ensuring that technical aspects of construction adhere to plans, specifications & accepted relevant engineering principles

  • Project Control Manager

Monitor Project Planning & Control function to ensure accurate control over work scheduling & planning, updating of work plan in accordance with actual progress & taking of any required mitigating action to ensure adherence to targets milestones. Define & track the set of KPIs for each project phase with the EPC Contractor
Review prepared progress reports, prepare own progress report for Executive Manager & stakeholders to ensure they are kept well informed of the project status at all times

Candidate profile

Have a significant exposure to Middle-East North Africa (MENA) power generation sector, including MENA construction projects specificities, with a preference to KSA previous experience for a project in KSA. Experience with Repdo and local entities as SEC, plus KSA Local context understanding.

  • Have specific understanding and exposure to PV projects with a minimum of 2 to 3 projects driven from Limited notice to proceed (LNTP)/Notice to Proceed (NTP) until COD.
  • A Bachelor’s Degree (Engineering or Construction Management).
  • Minimum 15 years of project management experience in the power generation industry.
  • Experience in working with Chinese EPC Contractors, directly as an EPC Contractor or as an Owner.
  • Professional Engineering (PE) registration is preferred.
  • Project Management Professional (PMP) OR equivalent certification is preferred.
  • Fluency in English and Arabic is necessary to communicate effective with various key stakeholders who converse primarily in these languages
  • Strong written and oral communication skills.
  • Strong presentation and negotiation skills with the ability to influence others and ability to manage/direct several priorities simultaneously.
  • Strong leadership and organizational capabilities, understand and communicate complex technical, logical, or process issues in a timely, concise, and objective manner.
  • Excellent ability to analyze and independently solve a variety of difficult situations and problems using timely decision making.
  • Able to influence multi-functional teams and leaders and develop and maintain relationships across and between organizations.
  • Strong EPC exposure, preferably as EPC Contractor rather than consultant or Developer.
  • Strong and visible HSE culture and leadership.
  • Significant MENA exposure.
  • The ability to go in the details, boots on the ground and walk the talk.
