The railway will redefine logistics and transport in the region, providing a modern, safe, efficient, and sustainable network which will connect the seven emirates of the UAE to its neighbouring GCC countries.
As the Program Controls Director, you will play a leading and pivotal role in supporting the project executives, functional leaders and Construction Directors in monitoring and controlling the course of the Program. You will exercise independent and professional judgment in solving problems, coordinating, and illustrating issues as they relate to schedule and cost variances. You will communicate with the Client’s Representative to illustrate and advise actual verses planned progress and develop and own processes for systematic monitoring review and reporting of project metrics. These processes are to ensure that project governance, is effective and fit for the purpose of making timely and effective decisions during the project. You will be responsible for managing and analysing data, expertly reviewing and critiquing reports and submissions by the Contractors whilst reviewing the Earned Value reports for the project and succinctly summarize reports and present the analysis to executive management. You will have overall responsibility for the day to day relating to all project controls activities including in summary; high level processes, systems, conducting appropriate meetings, providing appropriate reports required to monitor and control the overall schedule which will also consider changes relating to cost and risk changes. You will have autonomy in keeping the program leadership informed of the program schedule and significant events that may jeopardize the project outcome. You will be providing critical thinking and independent assessment where needed to verify the program direction and be participating in key management meetings, creating presentations of the current status of various parts of the project.
As a successful candidate you will have a degree in Engineering or a related discipline with extensive experience in Project Controls on various contract types. You will have worked on mega projects ($multi billion in scale) with the ability to critique and challenge objectively and with confidence and guide staff on project controls related issues. You will have experience in hands-on use (at high-level) of planning, reporting and cost control systems tools and techniques. You will have in-depth working knowledge of major rail, transit, transportation, or other heavy civils projects. You will be proficient in Primavera P6 and have strong written and oral communication skills in the English language. Middle East experience is desirable.
