Manager, HSE Technical(Technical & Projects)
JOB PURPOSE:
Plan, direct, coordinate and supervise the functions and activities of the HSE Technical and Projects Section within the HSE Corporate Division. This include ensuring that Engineering designs, drawings and modifications comply with ADNOC-LNG safety rules / procedures, ADNOC Codes of Practice and International standards; assess and analyze all sort of risk associated with Project’s activities carried out by ADNOC-LNG’s Contractors.
Ensure that all projects executed meet the ADNOC criteria for HSE requirements during Pre-Feed, Feed and EPC phases.
Coordinate and monitor all HSE matters raised within ADNOC-LNG Abu Dhabi premises and monitors the Crisis Management plan and Emergency Response Centre.
KEY ACCOUNTABILITIES:
Job Specific Accountabilities
Plan, direct and supervise the activities of assigned personnel in the HSE Technical & Projects Department in HSE Division and perform supervisory function at the level established by management
Coordinate the on-going Health, Safety and Environment programs aimed at achieving and maintaining agreed HSEMS expectations and objectives
Conduct periodic audit of the engineering control and plant documents and all or part of Health, Safety and Environment Management System (HSEMS) and follow-up to ensure implementation of the suggestions
Develop and monitor Process Safety KPI’s on a regular basis
Raise the awareness of ADNOC-LNG employees on Process Safety as well as issue a monthly Process Safety Flash
Provide Health, Safety and Environment input to technical design and procedural proposals and ensure that all designs, drawings and modifications to plant, equipment, installations, and project work comply with ADNOC-LNG international HSE standards
Participate and if necessary, lead Hazards and Operability Study (HAZOP). Carry out quantitative risk analysis as and when required
Advise on suitability of software related to Safety and Loss Control. Arrange and use the software to achieve derived loss control objective
Review and update Health, Safety & Environment manual, HSEMS, Emergency Procedures and Crisis Management Plan. Specific standards and codes of practice related to Safety and Loss Control
Provide technical support and advice to all levels of management on all matters related to Safety and Loss Control
Participate in establishing the Company’s safety standards and procedures ensuring that such standards comply with local legislation, statutory requirements and international standards
Carry out pre-commissioning check of modifications / new installations to ensure compliance with ADNOC-LNG requirements
Coordinate with Procurement Division to ensure the availability of Safety and Health requirements in purchasing specification of critical items of machinery / equipment, chemicals and personal protective
Liaise for providing technical information to consultants, insurance surveyors and other outside agencies as required
Review and participate in the philosophy, design and specification of fire detection and protection systems for existing plant and new projects
Investigate all accidents, HIPO Near Misses, Process Safety incidents and periodically inspect all ADNOC-LNG Abu Dhabi facilities
Represent ADNOC-LNG HSE (Corporate) Division in different ADNOC Safety committees and task forces, provides technical HSE support to ADNOC-LNG HR Division and attend Joint HSE Committee with ADNOC-Offshore on Das and Abu Dhabi
Plan and coordinate exercise to test the Emergency and Crisis Management Plans and Procedures
Participate and lead if necessary HAZAN, HAZID, HAZOP and PHSER studies to ensure meeting HSE requirements for all Projects
Propose and provide technical expertise in developing and updating Safety Cases (COMAH report), QRA’s, HSE plans and SIL studies and follow up on their implementation
Review statement of requirement for all new projects taking into consideration company policies on risk management, environmental protection and occupational health and hygiene
Review the ‘Bidders List’ contract/purchase orders pertaining to safety/loss prevention engineering. Evaluate Tenders/Bids and approve selection of equipment and systems
Provide input in preparing the ADNOC-LNG Annual Sustainability Letter as per ADNOC COP and ADNOC-LNG annual sustainability workbook
Demonstrate appropriate levels of knowledge and responsibility regarding Technical and Operational Integrity processes of AIRMS.
Generic Accountabilities
Operational Plans
Develop consistent and realistic long- and short-term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long- and short-term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.
Budgets and Operational Plans
Develop and manage the Department annual budget in line with the Division’s business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
Develop and implement appropriate Department policies, processes, systems, Quality standards, procedures and internal controls, Company guidelines in order to support execution of the Division’s work programs in line with Company and International standards.
Performance Management
Contribute to the development of the Division’s KPI’s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.
People Development
Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Organisation Structure and Development
Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Risk Management
Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
Communicate corporate business ethics and Company’s Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.
Innovation and Continuous Improvement
Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
Have frequent contact with Senior Engineers, Department Managers, VPs, and the Management Team
External
Has occasional contact with counterparts in the ADNOC Group of Companies for coordination and exchange of information
Has occasional Contact Vendor representatives and Consultants.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
Bachelor’s Degree in engineering / Science or equivalent
Minimum Experience & Knowledge & Skills
Minimum Experience
12 years of experience in HSE in the Oil & Gas or Petrochemical Industry, including at least 8 years in a Leadership/Supervisory position.
Knowledge & Skills
Working knowledge in industrial hygiene, gas dispersion modelling and explosion indices
