Site Commissioning Manager is a safety-critical role. He is a single point accountable for the facilities’ commissioning, startup, and performance test. He effectively leads and develops the site commissioning and startup (CSU) team to meet or exceed a broad range of critical technical objectives that define success for Project Delivery. Compliance to QHSE, Cost, Schedule, Safety, Quality, Production specification, and customer satisfaction are a few critical deliverables that this role must complete. This is a Site Team Leader position. The job holder will manage, direct, coordinate, coach, motivate and develop the direct and indirect CSU staff to achieve required Quality, Production, Cost targets and comply with
QHSE standards.

Site Commissioning & Startup (CSU) Manager is responsible for the management of all project commissioning and startup activities per the approved schedule, milestones, and within CSU budget Organization Reports to project ORA-CSU Manager and support him for completing the CSU activities as per project mandate, in terms of safety, schedule, costs, quality, and required performance demonstration to the client.

Commissioning leads, Operation & Maintenance leads, HSE adviser, directly report to the jobholder. The whole site commissioning team works under the leadership of the Job Holder.
The jobholder is the focal point for communication with Clients after the consent of his line manager. The delegation of this responsibility can only be in writing to his direct staff.

Essential Duties & Responsibilities:

  • Aligns with the Home Office CSU team and maintains progress as per commissioning and startup schedule, milestones, and budget.
  • Ensures that Site Team is competent, understands, clarifies, and rigorously implements the Design Phase/Home office CSU policies, strategies, method statements, as per applicable commissioning and startup execution plan for the project.
  • Fully understands and maintains the commissioning and startup (CSU) team commitment to HSSE policies and procedures applicable for the project site.
  • Ensures that the change management process is followed and fully complied with for all changes in for the process and non-process areas during commissioning and startup phase till handover.
  • Ensures that the Plant facilities are Operated and Maintained during the commissioning and startup phase as per the approved operation and maintenance procedures until handover.
  • Ensures that all Safety Critical Elements (SCE) for the facilities are fully commissioning and operating as per design specifications.
  • Capable of assessing the site conditions and their impact on Commissioning and Startup (CSU) and QHSE and executing necessary measures to mitigate the risks.
  • Fully Understands the contractual requirements for the commissioning and startup phase and ensures that the Site CSU Team proactively meets those needs.
  • Plans, prepares and executes the commissioning and startup activities and achieves all milestones as per international standards (chemical cleaning, steam blow, demonstration tests, etc.)
  • Ensures that the regular daily, weekly, monthly reports are generated on time and submitted.
  • Ensures that all the proposed recommendations by Engineering, Vendors, and authorized specialists are decided upon, followed up and implemented accordingly.
  • Able to understand the inherent priority of matters and timely escalate them to line manager and superiors for the solution.
  • Ensures that Key Performance Indicators are developed for commissioning and startup. In addition, industry-standard lead and lag indicators are monitored to provide commissioning and startup work control.
  • Supervises and organizes site commissioning and startup team, including operation, third-party services, and vendors.
  • Demonstrates strong people skills to resolve worker problems, complaints, or grievances.
  • Supports the regular update of the Completion management system and puts necessary measures for regular and accurate progress reports.
  • Supports ORA-CSU Manager in maintaining safety, cost, quality, and schedule for Commissioning and Startup activities at the site.
  • Follows Management of Change procedures and supports RFI process for engineering review and closeouts whenever there are design issues.
  • Manages and maintains the site commissioning and startup team productivity for schedule compliance and proactively addresses the root cause issues.
  • Perform a regular audit on all QHSE standards and procedures (LOTO, PTW, TBT, JHA, MOC, ERP) are implemented in the field and documented correctly.
  • Set up the regular daily, weekly, monthly, and annual checks and ensure that the department staff follows those up.
  • Manages the Completion Management Process with Mechanical Completion, Commissioning, Startup, Performance testing, and turnover to the client
  • Implements a coordinated operations control program ensuring good communication and the smooth execution of operational activities
  • Creates and implements controls process for spares, consumables, outstanding work, and material deliveries

QHSE Duty of Care:

  • Performs a regular audit on all QHSE standards and procedures (LOTO, PTW, TBT, JHA, MOC, ERP) are implemented in the field and documented correctly.
  • Shall report Near miss Incidents and accidents occurring in their locations
  • Prepares RCA for all events such as incidents, equipment failure, near miss, production loss.
  • Ensures that junior staff comply with Company QHSE requirements and Contributes to promoting company QHSE System using LPT/IMT obs card for improvement suggestion and reporting unsafe conditions facilitate and implement QHSE strategy’s and plans set by QHSE and Top Management
  • Shall report, investigate and review incidents per the Incident Reporting and Investigation procedure.
  • Shall recommend preventive/corrective actions and improvement plans per the Preventive Action and Corrective Action Control procedure.
  • Act as Focal Point for ERP and ensure that Site Operation Team is trained and delivers the responsibilities per Emergency Response Plan (ERP).

Selection Criteria for the Jobholder

  • Engineering degree in Chemical, Industrial, Mechanical, Petroleum or equivalent.
  • Minimum 20+ years of experience in oil and gas industry.
  • Minimum 10+ years experience as Commissioning Manager or Similar team lead capacity for Oil & Gas processing and Produced Water treatment facility. Working in the Middle East would be an advantage.
  • Must have experience for commissioning, startup and troubleshooting for:
  • Gas processing including desulphurization, dehydration, mercury removal, compression and export.
  • Oil processing including condensate stabilizer, and condensate truckloading.
  • LPG recovery, LPG fractionation and export.
  • Utilities including hot oil, flare, nitrogen generation, thrermal oxidizer, chemical injection, closed drain, fuel gas, produced water treatment, instrument and plant air, process control, shutdown and fire & gas systems.
  • Has proven skills for Leading and developing commissioning and startup teams, effective collaboration, and achieving excellence for large Oil and Gas Development Projects.
  • Experienced in Team management and conflict resolution.
  • Good troubleshooting skills, problem solver, and information analyzer.
  • Advanced knowledge of English, both written and spoken.
  • Good interpersonal and communication skills.
  • Good user of PC tools including Microsoft Office, MS Project, Computerized completion management system (CCMS) i.e. Orbit, WinPCS or Zenator.

Physical Strain:

  • Must be able to work with conflicting priorities with in Site Commissioning Team.
  • Must work under pressure and achieve tight deadlines/targets.
  • Must work in remote areas for more extended periods, with much travel to or from the worksite.
  • Must be able to focus, implement emergency procedures and control the escalation during emergencies.
